Преамбула общественной инициативы

России понадобилось практически сто лет, чтобы от идей мировой революции (1917) и диктатуры либерального индивидуализма (1991) вновь встать на путь организации широкого культурного, социального, экономического и политического сотрудничества многих народов. Тот самый путь, когда политика государства соответствует доброте и щедрости русского мировоззрения: собирание всего лучшего и возращение с торицей этого синтеза другим народам. Это соборное качество, которым Россия всегда выходила из смутных времён на новый уровень развития, в современных условиях как никогда раньше востребовано уже в мировом масштабе. Именно принцип соборности – «Собирая лучшее!» – является фундаментом Евразийского экономического союза, ставшего дальнейшим развитием ШОС, БРИКС и объединившего более 50 государств.

Соборность – это единение людей, с любовью к делам своим и друг к другу, осуществляющих общий для них одухотворённый образ будущего.

Система новой международной архитектуры разработана и согласована на уровне международных комиссий и правительств стран – участниц ЕАЭС. Пора переходить от осознания «наверху» к практике «на земле». Пришло время «собирать камни» – сделать соборный дух России реальным достоянием сотрудничества 5 млрд человек.

Предлагаемый Концепт-эскиз кластера «Парк Сотрудничества» – это реализация новых стандартов международного сотрудничества. Это формирование в заливе Петра Великого бренд-образа сотрудничества ЕАЭС и АТЭС, воплощая новую мировую архитектуру в бизнес-проекты взаимного культурного, социального, экономического и политического развития народов мира.

С одной стороны, туристический кластер позволяет в формате glocal (от слов global и local) на взаимодействии локальной инфраструктуры сформировать среду глобального обитания. С другой, туризм, как форма народной дипломатии, обеспечивает широкое распространение соборного принципа сотрудничества в разные уголки мира. Международный ЭКСПО (бизнес-туризм) в единстве с культурно-рекреационной инфраструктурой – дополнительное подтверждение того, что любая экономика – это воплощение культурного своеобразия народа.

Основа любой цивилизации – система накопления знаний. Инфраструктурно – это библиотека. Мировая сеть библиотек Президентов мира – это гуманитарный интегратор даже не организации, а цивилизации ЕАЭС. Перешагивая через границы стран и военных блоков, обеспечивая безопасные условия развития человеческого капитала своих народов.

Преобразование именно Русского острова в бренд-остров ЕАЭС и АТЕС, ШОС и БРИКС раскрытие здесь образов стран-участниц – лучшее олицетворение созидательного потенциала новой мировой архитектуры. Одновременно и место подготовки кадров, способных на принципах ЕАЭС разрабатывать программы развития и воплощать инфраструктурные проекты общественного и государственно-частного партнёрства в любом регионе мира.

Ключевые результаты

1. Сотворение образа «Россия – территории соборного сотрудничества народов мира!» на основе уникального исторического капитала России: соборного единства культур и экономик разных народов.

2. Преобразование острова Русский в бренд-остров ЕАЭС и АТЕС путём формирования международной инфраструктуры кластера в формате glocal (от слов global и local) на условиях международного государственно-частного партнёрства.

3. Отработка концепции smart city и различных форм взаимодействия стран ЕАЭС и АТЕС при реализации инфраструктурных проектов. Подготовка специалистов по разработке и реализации проектов комплексного развития территорий ДФО и других регионов мира с учётом интересов природы, бизнеса и местного сообщества.

4. Преобразование Свободного порта Владивосток из крепости военного противоборства в крепость международного сотрудничества. Создание постоянно действующей инфраструктуры научно-культурного, политического и социально-экономического сотрудничества, рекреационно-просветительского туризма и развития человеческого капитала ЕАЭС и АТЕС.

Preamble of public initiative

 It took Russia almost a hundred years to get back from the ideas of the world revolution (1917) and the dictatorship of liberal individualism (1991) on the path of organizing the wide cultural, social, economic and political cooperation of many people. This is the same way when the policy of the country corresponds to the kindness and generosity of the Russian outlook: this is gathering of the best and the returning this synthesis to other nations. This soborny (conciliar) quality, which helped Russia emerge from troubled times to a new level of development, in modern conditions is in demand on a world scale as never before. The principle of sobornost - "Gathering the best!"  is the foundation of the Eurasian Economic Union, which became the further development of the SCO, BRICS, which united more than 50 nations.

 Sobornost is the unity of people, with love for their deeds and for each other, who carry out a common spiritual image of the future for them.

 The system of a new international architecture has been developed and coordinated at the level of the international commissions and governments of the member countries of the Eurasian Economic Union. It's high time to move from perception "at the top" to practice "on the ground". It's time to "gather stones", to convert the conciliar (soborny) spirit of Russia into a real asset of cooperation of 5 billion people.

 The proposed сoncept of the "Park of Cooperation" Cluster is the implementation of new standards of international cooperation. This is formation of brand image cooperation of Eurasian Economic Union & Asia-Pacific Economic Cooperation in Peter the Great Bay, embodying the new world architecture in business projects of mutual cultural, social, economic and political development of the nations of the world.

 On the one hand, the tourist cluster allows in the “glocal” format (combination 2 words -global and local) with the help of the interaction of the local infrastructure to form a global habitat. On the other hand, tourism, as a form of public diplomacy, guarantees wide dissemination of the soborny (conciliar) principle of cooperation in different parts of the world. International EXPO (business tourism) in unity with the cultural and recreational infrastructure is an additional confirmation that any economy is an embodiment of the cultural identity of the nation.

 The basis of any civilization is the system of accumulation of knowledge. Infrastructure is a library. The world network of libraries of the Presidents of the World is a political integrator, not even an organization, but a civilization of the Eurasian Economic Union which is stepping over the borders of the countries and military blocs, ensuring safe conditions for the development of the human capital of their nations.

The Russian Island transformation into the brand island of the Eurasian Economic Union & Asia-Pacific Economic Cooperation, SCO & BRICS the disclosure of the images of the participating countries is the best embodiment of the creative potential of the new world architecture. At the same time, it is a good location for personnel training who will be able to work out development programs and implement infrastructure projects of public and public-private partnerships on the principles of the EAEU in any region of the world.
